Richard L. "Dick" Brumbaugh age 79, of Portland passed away Wednesday morning November 6, 2019 in Persimmon Ridge Healthcare. He was born in Jay County September 27, 1940 the son of Joe and Pearl (Shirk) Brumbaugh. He was married September 5, 1964 to Betty L. Moser who survives. He was retired after 33 years with the City of Portland Street Department. He had served in the National Guard and was a 1968 Portland High School graduate and member of Union Chapel Church.

Surviving are his wife Betty, one son Rick Brumbaugh of Portland, one daughter Karen Hill of Portland, one brother Bob Brumbaugh of Portland, Six grandchildren. He was preceded in death by a daughter Kim Gibson

Private funeral services will be held. Memorials can be made to Gideon's International. Baird-Freeman Funeral Home are in charge of arrangements.
