Phyllis Jean Ballard age 83, former rural Portland resident passed away early Tuesday morning in Miller's Merry Manor in Dunkirk. She was born in Jay County September 23, 1933 the daughter of Kenneth and Onda (Jetter) Stump. She was married September 20, 1952 to Frank Ballard and he died March 25, 2013. She was a bookkeeper for Equity Exchange and member of Bellfountain Methodist Church.
Surviving are a son Troy Ballard (wife Diane) two daughters Connie Southworth (husband Tim) of Salamonia and Terri Mast (husband Doug) of Portland, three bothers Jim Stump of Ft. Recovery, Larry Stump of Hudson, WI and Steve Stump of Plymouth, MI, Nine grandchildren and seven great grandchildren
Funeral services are Friday at 10:00 AM in the Baird-Freeman Funeral Home with Pastor Bruce Phillips presiding. Burial will follow in the Salamonia Cemetery. Visitation will be Thursday from 5:00 – 7:00 PM. Memorials can be made to the Alzheimer's Association.
